4. Gold open access

The Government’s response to the Finch Report, the RCUK policies, and the Wellcome Trust all express a preference for Gold open access. RCUK has established new arrangements to pay for APCs through a block grant distributed to universities; while the Wellcome Trust meets the costs of APCs either through block grants or through individual payments.

The Open Access Implementation Group published in November 2012 a report – prepared by the RIN – on the processes involved for researchers, publishers and institutions on the payment of APCs, and the scope for the use of intermediaries to enhance efficiency in those processes.

JISC Collections has announced an agreement with Open Access Key (OAK), the online payment platform for open access publishing, to run a 12 month pilot project, Jisc APC, to test its role in managing and processing APCs. The pilot will start on 2 April 2013.
