The Finch Report has led to an important initiative to extend licensed on-site access to scholarly journals to public libraries, under the stewardship of an implementation group with representatives from both the public libraries and publisher sectors. Work has been progressing during 2012 and the early part of 2013. A background note to the initiative, and the minutes of the meetings of the implementation group, can be found below.
There has been no specific activity to extend or rationalise licensed access across the HE or health sectors. But a report on options for joint procurement across those two sectors in Scotland was commissioned by Universities Scotland and is expected to be published soon.
